Memory usage is around 1200MB, Drive usage (OCZ Vertex 460A) is around 5-11%, CPU usage around 40-50% if I remember correctly. Nothing going on, the performance issues is very noticable right in the character selection speed. Just turning the character around feels like 15-20 fps. Switching to fullscreen it's smooth again. It happens everytime i start SWTOR, but often get solved but switching back and fort between fullscreen and windowed mode or restarting the game a couple of times. Are you sure that in the windowed mode the temperatures are not rising too high and system throttling down due to it, as in normal windowed operation the game has no concept of what fps to limit itself.

My setup 7700K and 1080Ti when I run full screen windowed I get 200fps in fleet but the temperatures are a bit high, I then went to NVidia control panel and made Adaptive Vsync on (half refresh) and now I get nice 100fps and temperatures are way lower, I get 50-70 on 8m operations and on 16m it drops to 20ish. There is NVidia Inspector on which you could tweak it even more but for me the control panel has been enough.
